Which airlines from Mumbai to London allows carrying small pets in cabin itself?

I have two pet dogs, a Pekingese and a Dachshund weighing 4 kilos and 13 kilos respectively. Which airlines will allow me and my wife to carry one dog each in the cabin itself? I do not want my pets to travel as baggage or cargo. I am willing to pay for their tickets, if needed. Is there any other ethical way of transporting them?
